He served for two years as the Assistant Secretary of the American Bar Association’s Real Property Probate and Trust Section. He served on the Section’s Counsel for two years.

Frederick Stephen Ellis was born in Amite , Louisiana , on October 20, 1924 , the son of Ezekiel Parke Ellis and the former Lelia Marguerite Rightor.

He received his high school education at New Orleans Academy , earned his B.S. (Geology) degree from Tulane University in 1948, and his LL.B. degree in 1951. He was Vice President of the Student body of Tulane; Editor-in-Chief of Jambalaya; Chairman, Publications Board, Kappa Delta Phi, honorary leadership fraternity; Thetu Nu, honorary journalism fraternity; Gamma Epsilon Omega, honorary geology fraternity; Phi Delta Phi, honorary legal fraternity; Alpha Tau Omega, social fraternity; Pan Hellenic Council, Cross Country team, and while in law school, served on the Moot Court Board and the Tulane Law Review.

After practicing law in Covington , Louisiana , with the late Dalton J. Barranger, Judge Ellis was elected Judge of the Twenty-Second Judicial District Court, Division "B", where he served from October 31, 1960 to December 6, 1966 . Judge Ellis was elected to the Court of Appeal, First Circuit, on November 8, 1966 , and re-elected in November of 1970. He served as Chief Judge of the First Circuit from September, 1979, until his retirement on September 1, 1982 .

He has served as Chairman of the Conference of Court of Appeal Judges, on the Judicial Council, Supreme Court Committee on Judicial Ethics and the Judicial Budgetary Control Board. Judge Ellis belongs to the following organizations: Louisiana State Board Association, Covington Bar Association, St. Tammany Historical Society, the Boston Club and the Pickwick Club.

He has taught at the Tulane and LSU Law School .

Judge Ellis is a former member of the Louisiana Council of Juvenile Court Judges, the Louisiana District Judges Association, the American Judicature Society and the American Legion. He has served as an officer and director of Covington Playmakers, Inc., Covington Community Concert Association, the Louisiana Association for Mental Health, Louisiana Conference for Social Welfare, Louisiana Council for Music and the Performing Arts, Covington Lions Club and Covington Rotary Club.

Since his retirement in 1982, he has served as Judge ad hoc in the Civil District Court for the Parish of Orleans, the 21st, 22nd, 25th, 29th and 40th Judicial District Courts, the Court of Appeal, First Circuit and the Louisiana Supreme Court.

From June, 1989, until April, 1992, he served as Liquidator of the Champion Insurance Company, at the time one of the biggest insurance company failures in the United States .

Judge Ellis is now of counsel with the law firm of Dutel & Tranchina, LLC, in Covington , Louisiana . He also serves as Independent Counsel for the State Board of Medical Examiners.

Judge Ellis is the author of "American Activity in Louisiana in the Revolutionary War" and " St. Tammany Parish: L'Autre Cote' du Lac", a history of St. Tammany Parish, Louisiana
